I thought of this proverb when SFM Tharman said this is the right time to raise the gst. In case you don't know, hay is a type of grass farmers use to feed their cattle. The proverb means something like if you have the opportunity to do something do it now as you may not be able to do it later.
You can apply this to your life too.

Frannxis, you should listen to this Mr Brown's podcast which takes an indirect dig at the gahmen raising the GST. It is in the form of the price of a bowl of fishball noodles being raised from $2 to $3. Got English version and Chinese version for you to choose from (to cater to those who are only effectively mono-lingual).
